What is the best place to promote your fresh free Wordpress themes ? Well, from my short experience (I released only two free themes so far), only place worth mentioning is Weblog Tools Collection.

Ok, so how to get your free Wordpress theme being mentioned on WTC ? Well, what you have to do is write an article, short description of your theme in their forum, under New Wordpress Themes section. Now, guys from Weblog Tools Collection check every theme submitted and if they like it they would mention it on their main page and thus your theme gets exposure to thousands of people looking just for free WP themes.

If you get lucky and your theme gets mentioned on their main page you can expect around 1000+ unique visitors that day. When my theme Cubismo was mentioned on WTC I received around 1500 unique visitors that day.

Btw. I must brag about my theme being mentioned on the Smashing Magazine 100 Excellent Free WordPress Themes. They also brought some nice numbers :)
